im in 2015 and i can not select someone to scout the yugoslav u19 competition

it worked when i first started the career but now i just dont see the competition anymore to select it for scouting

just the 3 leagues and tito cup are available

another thing

league winner into CL groups, right? how are the other teams distributed in EL/CL?
